Marc has been in the Belgian Diplomatic Service for close to three decades, including positions as Belgian Ambassador to Israel; Director for Security Policy and Disarmament; Adviser on Defence and Security Policy to the High Representative for Common Foreign and Security Policy; and latterly, as Director for Policy Planning in the Ministry of Foreign Affairs.
Between July 2003 and February 2011, Marc Otte was the EU Special Representative for the Middle East Peace Process. In this latter position, he represented the EU in the Middle East Quartet, and played a key role in shaping and implementing EU policy towards the peace process.
As Adviser to Javier Solana, he developed concepts and structures for the eventual European Security and Defence Policy (ESDP). He is a seasoned diplomat and international negotiator; and holds an MA degree in Political and Social Sciences from the University of Louvain.
