Luis has extensive academic, policy-oriented and practical experience in the fields of human rights and International Humanitarian Law, peacekeeping and peace-building, conflict analysis and private diplomacy. As a legal and policy analyst, Luis has extensively worked on forced migration derived from generalised violence and conflict as well as on the Responsibility to Protect. As facilitator, Luis has participated in confidence-building measures processes in Abkhazia-Georgia (with Antje Herrberg) as well as between Colombia and Venezuela. He significantly contributed to the set-up of a mechanism for monitoring the Colombian peace process, and worked on international proposals for the settlement of the Western Sahara conflict. In Tunisia and Egypt, he has been involved in supporting local actors in creating transitional justice mechanisms and facilitating democratization processes. He has been particularly involved in the design of comprehensive international responses to conflict situations in DRC, Afghanistan –including as a member of the Initial Assessment Team-, Syria or Libya.He is currently Senior Project Analyst with DARA, where he is co-leading the development of the Refugee Response Index (RRI). Among his previous positions, he has been Director of the Conflict Resolution and Crisis Management Program at CITpax; Senior Research Fellow at the EU Institute for Security Studies, where he e.g. contributed to the creation of foresight capacity within the EU; and Chief of the Civil-Military Analysis at SHAPE, NATO, where he lead a team of 10 analysts in charge of analysing the non-military dimensions of conflict response. He is Ph.D. in Law, Master in Law of the European Union, and holds degrees both in Law and Political Sciences (Universities Complutense and Carlos III of Madrid, Spain), and a Diploma in English Law (University of Kent, Canterbury, UK).
